Federal Agencies
Section 508 of the Rehabilitation Act requires all federal agencies to establish
and maintain web environments that are accessible to people with disabilities. The

requirements of the law.
State and Local Governments
According to the Department of Education, States receiving assistance under the

estimated that seven out of every ten Americans belongs to an Association.
It is also estimated that two out of every ten Americans has a disabillity.

Educational Institutions
An enormous problem facing the post secondary learning institution is equal access
to the web by students with disabilities. More and more, the web is becoming integrated
into the educational landscape. Many institutions now use the web for functions
such as registration, book ordering, course work distribution and collection, and

According to a 1992 U. S. Census study, there are 49 million Americans
